History from Mark Bozanich:
The present route of US 395 from Pasco to Ritzville was built as a 2 lane partially controlled expressway in stages between the mid 1950s and the late 1970s. Most of the route from Ritzville to Lind involved upgrading the pre-expressway roadway. Lind was bypassed in the late 1950s. The expessway approaching Connell was added about the same time. The route from Eltopia to Pasco was built next. The final expressway link was opened in 1979 from Connell to Mesa. At that time, the Mesa to Eltopia section of SR 17 was upgraded and transferred to US 395. SR 17 now starts around milepost 7. Former milepost 0 had been at Eltopia.
In the mid 1980s, US 395 from Pasco to Eltopia was widened to 4 lane divided. An interchage was completed in Mesa at the US 395/SR 17 junction in 1991. This project included widening US 395 to 4 lane divided through the interchange area. During the first half of the 1990s, US 395 was widened in stages from south to north. The final 4 lane link was opened from Lind to Ritzville in November 1995. An interchange just north of the Hillsboro Street intersection in Pasco will be built within the next two years(from 2001). The original 2 lanes of the divided highway now carry southbound traffic and are paved with asphalt. The northbound lanes are paved with portland cement concrete.
There are approximately 9 grade level intersections between Pasco and Eltopia and 3 from Eltopia to Ritzville.
